In his senior years, Vladimir Burmatov began to actively collaborate with the Chelyabinsk regional headquarters of the Young Guard of United Russia (MGER). In particular, he arranged meetings with students for the head of the staff, Ruslan Gattarov, when the latter ran for the Legislative Assembly of the region. After graduating from university, Vladimir Burmatov became responsible for working with youth in the Chelyabinsk branch of United Russia, while simultaneously joining the regional political council of MGERA. At the same time, he entered graduate school at the Chelyabinsk State Academy of Culture and Art.

Basically, the activities of Vladimir Vladimirovich Burmatov in the pro-government youth organization boiled down to political actions directed against opponents of United Russia. At the same time, activists acted in a formulaic manner, shouting slogans that sounded roughly like “Welcome political prostitutes” near the headquarters of opposition parties.

In 2008, Gattarov was elected chairman of the political council of MGER, in addition, he became a member of the general council of United Russia. Instead, Vladimir Burmatov was appointed head of the Chelyabinsk branch of the Young Guard. At the same time, Gattarov brought his comrade to the federal level, making him deputy chief of the Central Headquarters of the pro-government youth movement.

During these years, Internet projects were rapidly gaining momentum, which radically changed ideas about youth policy. In 2009, Vladimir Vladimirovich Burmatov found himself on an internship at the “School of Kremlin Bloggers” (SHKB). Here, the aspiring Runet star was taught how to artificially gain subscribers and increase the ranking of his page on the Livejournal.com service. Vladimir Burmatov quickly mastered all the intricacies of the “blogger business”, and soon he had a whole scattering of dummy pages through which his articles were “reposted”. This is exactly what he was taught by the founder of ShKB, Alexey Chadayev, who later admitted that even then he was thinking about creating artificial bots that would write comments instead of the “Olginsky” bots.

But astute “users” immediately declassified the Chelyabinsk MG member and his clones, who uncontrollably “posted” articles written according to Kremlin guidelines. An interesting abbreviation BINH even appeared on the Internet, with which one could briefly send Vladimir Burmatov to an address known to everyone. And website promotion specialists suspected that the politician was cheating on his Twitter followers after analyzing the statistics of the abnormal growth curve of his blog’s followers and the subsequent drop associated with the blocking of empty accounts by the microblog administration.

True, Vladimir Burmatov was not at all embarrassed by such little things. Soon he was invited to a meeting of party activists with the then President of the Russian Federation Dmitry Medvedev, where he reported that his blog was included in the Yandex “top 50” list. At the same time, Vladimir Vladimirovich Burmatov proudly called himself “the same blogger” as Dmitry Anatolyevich himself.

The posts of the “top blogger” mainly concerned the opposition and their rallies. Most often, in writing them, he used his unbridled imagination. So he stated that the leadership of the Munich police reported to him that they were driving demonstrators in their city with batons and spraying them with water cannons. By this, Vladimir Burmatov wanted to show that in European countries rallies are allegedly also prohibited. Vladimir Burmatov also made up stories about how participants in protests that regularly took place on the 31st on Triumfalnaya Square splashed acid in the faces of law enforcement officers. After this, a new “meme” “Burmata Acid” appeared on the Internet.

The further Vladimir Burmatov and his senior comrades worked on the Internet, the more it became clear that this activity was a failure. The Little Guards began to think about how to raise their prestige. At this time, in the central part of Russia, due to abnormal heat and lack of precipitation, a difficult fire situation developed - peat bogs and forests were burning, large cities were covered in heavy smoke. The authorities were sharply criticized for their failure to cope with the situation. It was here that Gattarov and his faithful paladin Vladimir Burmatov came up with a way to save the country from a natural disaster.

Gattarov, taking Vladimir Burmatov and several other pro-government activists, went in person to put out fires in the Ryazan region. There was a great temptation to simply retouch an old photograph from some Mgherov camp by adding smoke, but they were ahead of them by fellow party members in the Voronezh region, who were exposed with a fake photograph. Therefore, Vladimir Burmatov and his comrades actually landed in the Ryazan forest, where they took several heroic photographs.

The only nuance that spoiled the whole picture was the absence of fires in the places where they were located. But the savvy youth were not at a loss and set fire to the tree themselves, against which they took photographs. True, annoying Internet users exposed the “rescuers” here too. The photographs showed that no other trees were burning around, but dry grass and green foliage were visible, which does not happen during such fires. In addition, all participants, even by the end of the work, remained almost sterile clean. To top it all off, in the video posted by the young “firemen” themselves, you can hear Gattarov asking a certain Irina if she “took a picture,” letting everyone know why they actually landed their troops near Ryazan.

Vladimir Burmatov vs. Shevchuk

After this failure, it seemed that the Mgherites should have laid low and waited for the scandal to subside. But Vladimir Vladimirovich Burmatov already had a new task, which perhaps should have drawn attention away from the fire scandal. But the topic of this task was chosen extremely poorly. Vladimir Burmatov decided to once again please the authorities and speak out against the musician Yuri Shevchuk, who shortly before allowed himself to enter into a discussion with the then Chairman of the Government of the Russian Federation Vladimir Putin.

A representative of the Young Guard posted a video known to fans of the DDT leader, which was filmed on the front lines of the First Chechen War. The video shows the murdered captain Markovets against the backdrop of Grozny after the assault and his living colleagues who presented Yuri Shevchuk with stars from the shoulder straps of the murdered man. The musician never hid this video and even wrote poetry about this event. However, Vladimir Burmatov presented the video as a sensation, calling Shevchuk a marauder, citing the opinion of two participants in the hostilities. With his statements, the Kremlin activist incurred the wrath of not only the singer’s many fans, but also the participants in that war. However, the then chief of staff of the Government, Vyacheslav Volodin, who was considered the creator and main curator of the Young Guard, assessed the activities of Vladimir Burmatov as successful. Vyacheslav Viktorovich had big plans for the Mgherovets. Initially, he promoted his protégé to the United Russia primary elections through the All-Russian Popular Front. Volodin then made sure that Vladimir Burmatov took a high place on the party list in the 2011 parliamentary elections. Volodin himself became the first deputy head of the Presidential Administration, and from this position oversaw the Duma. As a deputy of the education committee, Vladimir Vladimirovich Burmatov was remembered for putting pressure on his own Chelyabinsk State University. Referring to certain volunteers, Vladimir Burmatov argued that the funds allocated to the university to create normal conditions for the education of disabled people were wasted. At the same time, another graduate of Burmatov’s Alma Mater, Doctor of Physical and Mathematical Sciences Nikolai Gorkavy, published in the media his doubts about the quality of the deputy’s dissertation. He was embarrassed that the work did not contain references to the works of the candidate himself, despite the requirements of the Higher Attestation Commission to have such. After this, several social network users immediately studied the politician’s scientific work and discovered that it was an actual rehash of Lyubov Nesterova’s dissertation and Alexander Fedorov’s article.

Examples of entire pieces were given that were completely borrowed from these two authors, but they were not indicated either in references to sources or in the list of references. The same Gorkavyi drew attention to the fact that the results of the survey of students and teachers of ChelSU in Burmatov’s dissertation completely coincided with the table from Nesterova’s dissertation, which described the results of the survey of students and engineers of the Forestry Academy.

Later, the public organization Dissernet took up Vladimir Burmatov’s dissertation, while the Russian State Library stated that the amount of original text in the dissertation was no more than 34%. At the same time, the Moscow prosecutor's office conducted an inspection, during which it found out that the deputy did not have the required teaching experience, and therefore could not hold the position of head of the department of political science and sociology at the Russian University of Economics. As a result, Vladimir Burmatov was forced to leave his posts as deputy chairman of the State Duma Committee on Education and head of the department at the Russian Economic University. G. V. But the young deputy did not give up. Feeling the patronage of Volodin, and having received approval from him, he began to fight with his offender, the then Minister of Education and Science Dmitry Livanov. In this sense, Livanov’s resignation shortly before voting day was extremely successful. And the election campaign this time was not easy for Vladimir Vladimirovich. In the preliminary elections of United Russia, Volodin cleared his Metallurgical single-mandate constituency of competitors, not even allowing deputy Andrei Baryshev, for whom this area was “native,” to enter.

But directly during the parliamentary elections, United Russia was opposed not only by strong candidates from opposition parties, but also by self-nominated candidates such as the ex-Ombudsman of the Chelyabinsk region. The situation was complicated by the fact that during the years of his deputy, Vladimir Vladimirovich Burmatov practically did not appear in his small homeland.

But Volodin, who already knew by that time that he would leave the Kremlin office and move to Okhotny Ryad as speaker of the State Duma, seriously intended to keep Burmatov with him. Therefore, Vladimir Burmatov not only got into the new State Duma, but was also appointed head of the Central Executive Committee of United Russia.

Vladimir Vladimirovich Burmatov is a typical representative of the Kremlin youth organization “Young Guard of United Russia”. Unlike Surkov’s Nashi movement, Volodin’s MGER has virtually no random participants. After this, another LiveJournal user, hyperpov, published scanned copies of the texts of Burmatov's dissertation and earlier dissertations Lyubov Nesterova and articles Alexandra Fedorova, demonstrating the literal borrowing of part of Nesterova’s dissertation and Fedorov’s article.

Bloggers who analyzed the video they recorded found many inconsistencies. For example, the fire was extinguished in an area that was very far from the site of the actual fires, the activists were wearing very clean clothes and shovels, there was no smoke, and Burmatov himself posted dozens of messages on social networks while fighting the fire.

Conflict with Shevchuk

In 2010, Burmatov quarreled with the famous domestic rock musician Yuri Shevchuk. In his blog, he accused the musician of looting during the Chechen War. Three and a half thousand comments appeared under this message, most of which were directed against Burmatov.

A well-known military journalist spoke sharply about the politician’s action. He noted that in this way Burmatov insulted not only Shevchuk, but also all the 18-year-old guys who fought in this war.

Interestingly, Burmatov was often caught outright lying. For example, in 2012, during a visit to his university, he gave an interview to the Parliamentary Gazette, in which he accused the university of ineffective use of funds allocated to create comfortable conditions for people with disabilities. At the same time, he referred to an inspection carried out by unnamed volunteers. The Commission of the Ministry of Education and Science did not reveal any signs of inefficiency not only at the university itself, but also in all its branches.

PhD dissertation scandal

The originality of Burmatov’s dissertation was questioned by Doctor of Physical and Mathematical Sciences Nikolai Gorkavy, who works at Chelyabinsk State University. He noted that the deputy’s work contains no references to the works of the researcher himself, although this is one of the mandatory requirements for a dissertation candidate.

After this, network users began publishing scanned copies of pages from Burmatov’s dissertation, as well as early scientific works by Lyubov Nesterova and articles by Alexander Fedorov. At the same time, they demonstrated almost word-for-word borrowing of large parts of the texts. At the same time, Burmatov does not mention either Fedorov or Nesterova in the sources of his work.

Other bloggers also noted large volumes of borrowing, and this was confirmed by the Dissernet community. Gorkavy also argued that the dissertation also contained signs of obvious falsification. After accusations of plagiarism, Burmatov resigned from the Education Committee of the State Duma and left his position as head of the department at Plekhanov University.

A detailed study of the politician’s dissertation was carried out by the Russian State Library. The examination confirmed that the text of the study contains no more than 34 percent of the original text. At the same time, only exact matches of the text were classified as plagiarism. Commenting on the results of this examination, Burmatov announced that this was an attempt to put psychological pressure on him, and also that library staff did not have the right to evaluate the results of his work.

In turn, library director Alexander Visly denied the pressure exerted during the examination. Noting that in the event of a re-examination, the number of borrowings may only increase.
