The PRO100 project was launched in 2010. This is Sberbank’s own payment application, used in the “Universal Electronic Card” (UEC) project, which is controlled by Sberbank (86.8%). Banks showed no interest in issuing PRO100 cards before the sanctions. Initially, Sberbank planned to distribute PRO100 as part of the mandatory issuance of cards (UEC) to all citizens with the PRO100 payment application. However, later it was decided to issue the UEC only on a voluntary basis. The revival of interest in the project was facilitated by the introduction of sanctions in March 2014, when the banks SMP-Bank and Rossiya that fell under them were disabled by Visa and MasterCard. They were able to ensure the operation of their cards by connecting to the UEC. Subsequently, banks that came under sanctions, including in Crimea, began to issue PRO100 cards as exclusively banking cards, since access to issuing cards of other payment systems was closed for them. In August 2014, Sberbank itself tried to support the PRO100 project, announcing the start of their issue.

The Central Bank's launch of the Central Bank's national payment system made further promotion of PRO100 meaningless. According to market participants, it is virtually impossible to realize the positive scenario - the sale of PRO100. “Taking into account the expected launch of NSPK cards, I don’t see a buyer in the market who would now be interested in purchasing a payment application different from the common ones,” notes Yuri Bozhor, vice president of KhMB Otkritie Bank. The only real interests in purchasing PRO100 may be the banks that are now actively issuing these cards - the sanctioned largest bank of Crimea, RNKB, and Rossiya Bank. Since the first issue of national cards is planned for the end of 2015, PRO100 could be useful for these banks for the transition period and for further servicing of issued cards. RNKB did not comment on the possibility of purchasing PRO100. Rossiya Bank did not respond to Kommersant’s request.

The possibility of selling PRO100 specifically to sanctioned players is complicated by the fact that the application runs on the MChip of MasterCard. “PRO100 is not alienable from UEC, it is simply a payment application that can be transferred to the buyer in the form of an exclusive license, that is, the right to use technology,” notes Nikolai Smirnov, chairman of the board of directors of Zolotaya Korona. Whether MasterCard will agree to transfer the rights to use MChip, which underlies PRO100, to sanctioned players is a question. MasterCard did not comment on “rumors and speculation.”

However, sanctioned banks are already looking for a way out of the situation. Rossiya Bank was the first to hedge its bets. As Kommersant was told at the bank's call center, cards of two systems are issued there - not only PRO100 cards, but also the United Settlement System (UPS). Until now, ORS, which specializes in merging ATMs of Russian banks, has not announced the issue of cards. In the period from October 1, 2012 to February 2013, about 300 thousand transactions were made in the Sberbank network using the PRO100 payment system developed by the bank, Sberbank told CNews, adding that this system is now being implemented only within the framework of the project universal electronic card (UEC).

It is highly likely that MasterCard will be used as an additional banking application on UEC, says Petkevich. He attributes this to the fact that PRO100 is technically based on a MasterCard product. In particular, the Russian payment system uses its M/Chip application, which operates on the basis of open banking standards, which allows the use of existing infrastructure for transactions with PRO100-based cards.

The main difference between the systems is the amount of tariffs for transactions, as well as the fact that payments through PRO100 are processed in processing centers in Russia and information about them is not sent abroad. UEC also has an agreement giving the right to use M/Chip in a universal electronic card.

Lower tariffs will help compete with the foreign analogue of PRO100, according to Sberbank. “In terms of tariffs and conditions of participation, this is a national payment system that is more accessible to participants, whose fair tariffs will allow these cards to be accepted not only in those stores that currently accept international cards, but also in those that currently cannot afford to work with cards and for now they only accept cash,” notes Sberbank.

Now you can pay with a card based on PRO100 at any trade and service enterprises and stores that are serviced by UEC member banks, they say at Sberbank. Judging by official reports, there are only nine of them so far. But for now you can withdraw money from the PRO100 card only in the Sberbank network.

“By the time UEC begins issuing to citizens on an industrial scale, such an opportunity will appear in the network of other banks participating in UEC. The number of participating banks will be several dozen banks, which means several tens of thousands of ATMs throughout the country,” Sberbank assures.

No one hides the UEC’s orientation towards the Sberbank “PRO100” payment system, which seeks to compete in Russia with Visa and MasterCard. The bank is the main driver of the universal card project and, using it, quite naturally strives to increase the number of points in which PRO100 is used.

According to UEC Vice President Alexei Popov, the issued card will use the acquiring network of Sberbank, Uralsib, and AK Bars (two other UEC shareholder banks).

“These are several tens of thousands of self-service devices, as well as many large retail chains, shops, restaurants,” he said in March 2013.

In the first quarter of 2013, as Popov expects, 15 banks will be ready to place their logo on cards.

As of March 2013, the scale of use of PRO100 and the number of points at which you can pay with such cards, even in Russia, are not comparable with foreign competing payment systems. The business of such systems is the interest from the operations that they helped to carry out. “Neither the regions nor the federal authorized organization will charge a fee for servicing the card, but the bank whose account is used to operate the card has the right to charge money for servicing the banking application.”

In his opinion, competition between banks will lead to the fact that the introduction of a fee will not be profitable for them.

The issue of the PRO100 banking application is currently carried out by Sberbank and, since January 2013, also by Uralsib Bank. Sberbank says that other banks participating in the project, of which there are currently more than 20, are now at various stages of readiness to issue and service the card. “Despite this, existing issuers of the electronic banking application of the UEC card are able to fully cover the needs of citizens at the start of the project,” Sberbank adds.

According to UEC, about 13 thousand applications for an electronic card were submitted (as of January 2013). Upon receipt of the card, all these citizens will be able to immediately activate and use the banking application. By the end of the year, UEC expects to issue up to 3-4 million universal cards, and the potential audience of PRO100 users is about 100 million people.

Initially, in accordance with 210-FZ, it was assumed that from January 2014 the UEC will be issued to all Russian citizens over 14 years of age who have not written a statement in advance to refuse to receive it. However, in February 2013 in Kazan, the Minister of Information Technologies and Communications Nikolai Nikiforov said that the UEC will not become mandatory from the beginning of 2014. Later he clarified that the mandatory issuance of electronic identity cards in Russia will remain, but these will be electronic passports, for the issuance of which The Federal Migration Service (FMS) will be responsible. The new date (if it really changes) will be determined by the Federal Migration Service bill, which is currently being discussed with other departments. A direct amendment to 210-FZ, according to him, will not be required. Reincarnation of the old system

Technologically, PRO100 uses the MasterCard M/Chip banking application on cards, based on international standard EMV. The same standard is used by the Visa payment system. It regulates the functionality of universal applications for debit and credit cards, and also establishes rules for the card and terminal when implementing and maintaining this application.

2014: Resuscitation of PRO100

Sberbank expects a significant boost in the development of its PRO100 system. Alexey Popov, vice president of Sberbank, told Izvestia about this in March 2014.

“In connection with the development of the UEC project, many banks have become interested in the PRO100 payment system,” he said. - Now, due to the fact that Visa and MasterCard have blocked payments on the cards of a number of credit institutions, our domestic payment system can receive a significant impetus to development.

Sberbank representatives note that cardholders with the Russian PRO100 payment system will not be affected by American sanctions to block international payment systems.

In the Crimean region, PRO100 became a system-forming payment system after separation from Ukraine.
